for tuning pegs i have a 1/30 tapered reamer do i ream the holes to the full length of the reamer towards the handle secon ... |

Flat is a good place to start, but you can also do some additional roughing while you are getting the edge down. There is another approach or two, but we won't go there now.

Michael Darnton's Making a Viola series is a very good overview of the process.
